At an intersection where a traffic signal is not functioning, the common rule is that the vehicle on the right generally has the right of way. This rule helps to maintain order and facilitate safe navigation at intersections where traffic signals are absent or inoperative.

When two vehicles arrive at an intersection simultaneously, the vehicle on the right is given priority over other vehicles. This principle is rooted in the idea of predictable traffic flow and assists drivers in making safe decisions about when to proceed through the intersection.

Other scenarios may apply in specific situations, such as the presence of yield signs or other traffic control devices, but in the context of a completely non-functioning signal, adhering to the right-of-way rule simplifies interactions between drivers and enhances safety for all road users.
